The Good Scout Awards Luncheon is a signature fundraising event for Scouting America, Catalina Council, bringing together business and community leaders to celebrate the values of Scouting. This annual event honors individuals and organizations that have made a significant impact in Southern Arizona, embodying the principles of leadership, service, and integrity. Proceeds support local Scouting programs, helping to develop the next generation of leaders through outdoor adventures, skills training, and character-building experiences.

Distinguished Citizen Award Recipient

A chef and owner of Flores Concepts, a Tucson-based hospitality company, oversees restaurants, airport cafes, and catering. At its core is El Charro Café, founded in 1922 and a 2019 James Beard Award semifinalist. In 2021, a partnership with bread maker Don Guerra led to the opening of Barrio Charro, a grab-and-go eatery. She oversees 400 employees, with a continued focus on expansion and new opportunities.

A retired U.S. Air Force Colonel, this distinguished veteran is known for his exceptional service as a fighter pilot with three confirmed aerial victories. After retiring in 2006 as the 355th Mission Support Group Commander at Davis-Monthan AFB, he transitioned to a leadership role at Raytheon before founding the Splash 3 Foundation, a nonprofit supporting veterans and the Southern Arizona community. A graduate of The Citadel, he has dedicated his career to leadership, service, and mentorship.

The owner of the Edmund Marquez Allstate Insurance Agencies in Tucson leads one of the largest Hispanic-owned Allstate agency groups in the U.S. He is actively involved in community leadership, serving as Chairman of The Boys and Girls Clubs of Tucson and Vice-Chairman of the Rio Nuevo board. He has earned multiple awards, including “Businessman of the Year” and the “Tucson Strong Award,” and is an avid cyclist and dedicated supporter of local nonprofits.
